N. Korea orders removal of unified peninsula maps

As authorities distribute the maps, they have ordered agencies to indoctrinate members to refer to South Korea as "Hanguk" rather than "South Choson"

North Korea has issued an order to replace maps of the Korean Peninsula displayed in state agency offices nationwide with maps showing only the northern half of the peninsula, coinciding with the nation’s Foundation Day on Sept. 9. The state appears to be accelerating efforts to erase concepts of reunification and a single Korean nation in line with the leadership’s doctrine of “two hostile states.”

북한이 전국 국가 기관에 부착된 한반도 지도를 모두 ‘반쪽 지도’로 교체했다(replace with ‘half maps’).

북한 전문 매체 데일리NK에 따르면, 북한은 정권 수립일인 9·9절을 맞아(on the occasion of the regime’s founding anniversary) 남한 전체를 회색 처리하고 북한 지역만 표기한 새 지도를 전국에 배포했다(distribute new maps nationwide). 기존 지도는 일괄 수거·폐기한(collect and dispose of them all at once) 것으로 전해졌다.

이 같은 조치는 김정은의 ‘적대적 두 국가론(Hostile Two-States Theory)’에 따른 민족·통일 개념 지우기 일환으로 보인다. 김정은은 2023년 말 노동당 전원회의(plenary meeting)에서 남한을 같은 민족으로 보지 않는다며 화해(reconciliation)와 통일(reunification) 대상이 아닌 완전히 다른 국가로 규정한 바 있다.

‘반쪽 지도’의 맨 위 부분엔 ‘조선지도’라고 적혀 있고, 왼쪽에는 ‘우리가 건설하는 문명강국(civilized power)은 사회주의 문화(socialist culture)가 전면적으로 개화발전하는(fully blossom and develop) 나라, 인민들이 높은 창조력과 문화 수준을 지니고(possess high creativity and cultural standards) 최상의 문명을 최고의 수준에서 창조하며 향유하는 나라입니다. 김정은’이라는 문구가 붉은색으로 쓰여 있다.

오른쪽 하단에는(in the lower right corner) ‘알아보기’라는 제목 아래 지도 범례(map legend) 설명이 표기돼 있고, ‘위대한 수령 김일성 동지와 위대한 영도자 김정일 동지의 동상’ ‘주요 혁명 전적지’ ‘주요 혁명 사적지(Major Revolutionary Historic Sites)’ 등 김씨 일가 우상화 시설물 기호를 위쪽에 표시해 놓았다.

지도에는 수도와 도·시·군 소재지(seat), 국가·도 경계(national and provincial borders), 주요 도로, 산 및 고개, 소금밭(salt field), 항구·배길(항로) 등이 표시돼 있다. 이에 비해 남한 지역은 통째로 비워둔 채(leave it entirely blank) 회색으로 해놓고(color it gray) ‘한국’이라는 국명만 적어놨다.

이는 김정은이 남북 관계를 ‘적대적이고 교전 중인 두 국가 관계(hostile and warring relationship)’로 선언한 후 민족·통일 개념 지우기에 박차를 가하고 있음을(accelerate the erasure of the concepts of nationhood and reunification) 보여준다. 남조선이 아닌 한국으로 명명할 것과 한국은 외국이라는 인식을 주입하는(instill the perception) 사상 교육도 실시했다(conduct ideological education).

새 지도에는 과거 김정일의 지시 사항을 빼고(omit past directives) 김정은의 어록으로 대체했다. 또 김일성 출생 연도 기준 ‘주체 114년’으로 표기됐을 부분이 2025년으로 돼 있다. 데일리NK는 이와 관련, “김일성·김정일 경외심을 줄이고(reduce reverence for them) 김정은 우상화를 강화하려는(enhance the idolization) 의도로 보인다”고 전했다.
